ENTOMOLOGY GRADUATE STUDENT ASSOCIATION CHARTER
 
       
  Article 1 — The name of the organization shall be the Entomology Graduate Student Association (EGSA).  
Article 2 — Membership in the EGSA shall be limited to graduate or undergraduate students who are affiliated with the University of Wisconsin-Madison Department of Entomology. A graduate student is affiliated if his or her major professor holds a departmental appointment. An undergraduate student is affiliated if he or she has declared a major in Entomology. Should the Department of Entomology be reconstituted as part of another Department, then membership shall be limited to those students performing work on insects.
Article 3 — The EGSA serves to:
  1. Provide student representation on standing departmental faculty committees.
  2. Administer the EGSA Development Fund as defined by the EGSA Development Fund Document.
  3. Act as a vehicle for presenting collective student opinions on issues relating to education and research within the Department and the University of Wisconsin-Madison College of Agricultural and Life Sciences.
  4. Promote social interaction.

Article 4 — EGSA affairs shall be conducted by officers and representatives elected from the graduate student body to serve one year terms. Annual elections shall be held in the spring for terms of office beginning June 1st. The acting EGSA President shall solicit nominations for officers and representatives, and election of nominees shall be by simple majority of votes cast.

The EGSA administrative officers are the President, Vice-President, and Treasurer. No one may be elected to hold more than one administrative office simultaneously. Their duties are:

  1. The President presides over and keeps minutes of EGSA meetings, schedules regular meetings and notifies students as to time and place, acts as EGSA spokesperson to the Faculty, organizes and administers annual elections for new officers, and maintains the EGSA's registration as an official student organization in the Associated Students of Madison. The President also sits on the Finance Committee and authorizes transfers of monies from the EGSA Development Fund (EGSADF) to the EGSA 133-Y665 account supervised by the Department of Entomology.
  2. The Vice-President acts as President in the President's absence and organizes extracurricular activities such as the Annual Picnic, the International Dinner, the Thanksgiving Dinner, field trips, and professional development activities.
  3. The Treasurer administers the operating budget of the EGSA, reports on the status of the operating budget at regular meetings, and sits on the Finance Committee.

An eligible member shall also be elected to serve as Chair of the Finance Committee. Eligibility is open to all graduate students regardless of other duties. The Finance Committee Chair presides over and takes minutes of EGSA Finance Committee meetings, organizes and administers fund-raising initiatives excluding T-shirt sales, and administers the EGSA Development Fund. As EGSADF administrator, the Finance Committee Chair acts as liaison to the UW Foundation in matters regarding the EGSA Development Fund, organizes mailings to enhance the Fund, acknowledges receipt of gifts to the Fund, and reports on the status of the Fund at regular EGSA meetings.

Members shall be elected to serve as primary and alternate representatives on standing Department of Entomology Faculty committees, including but not limited to Academic Affairs, Research, Colloquium, Computer, Extension and Applied Research, and Museum. A graduate student who is not an administrative officer shall be elected to serve on the Finance Committee. Should any EGSA member be elected to more than one committee representative position, this member shall choose which position he or she will fill. Administrative officers may act as committee representatives.

Article 5 — The Finance Committee shall be composed of four members, the Finance Committee Chair, the President, the Treasurer, and one other elected EGSA member. Should the President or Treasurer also be elected to serve as the Finance Committee Chair, then the committee shall be composed of the Finance Committee Chair, whichever officer, President or Treasurer, who is not also Finance Committee chair, and two other elected students. The EGSA Faculty Advisor serves as a non-voting member on the Finance Committee.

The Finance Committee is responsible for administering the EGSA Development Fund, evaluating applications for Fund awards according to criteria established by the EGSA, and for selecteing award recipients. The President of the EGSA authorizes transfers of monies from the EGSA Development Fund to a departmental 133 account. The EGSA Faculty Advisor or Chair of the Entomology Department authorizes distribution of these funds as directed by the EGSA Finance Committee. A member of the Finance Committee who applies for a Development Fund award shall be excluded from evaluating Fund applications; these duties shall be assumed by a student elected at the next EGSA meeting who has not applied for an award.

Article 6 — EGSA Development Fund awards and awarding procedures are defined by the EGSA Development Fund Document.
Article 7 — The EGSA shall be advised by a Faculty Advisor who shall serve at the discretion of the EGSA and be selected by simple majority. The Faculty Advisor should:
  1. Act as liaison with the Department of Entomology Faculty.
  2. Advise the EGSA on general matters.
  3. Advise the EGSA Finance Committee.
Article 8 — All EGSA business shall be conducted such that a simple majority of voting members rules on all issues.

Article 9 — Alteration of this Charter or of the EGSA Development Fund Document must occur by referendum. Passage of such a referendum requires a two-thirds majority of votes cast.
